Our People

All-Party Parliamentary Groups (APPGs) are cross-party and cross-House interest groups and membership is open to any Parliamentarian who wishes to join. The Groups are led by a Chair and several additional Officers, all of whom are elected annually at the Group’s Annual General Meeting. Officers

  • Stewart McDonald MP

    Stewart McDonald is the Chair of the APPG on Modern Conflict and the Scottish National Party Member of Parliament for Glasgow South. Stewart was first elected on May 7 2015, and was re-elected to Parliament as a result of the General Elections in 2017 and 2019. Stewart was the SNP's Defence Spokesperson at Westminster between 2017-22 and also served on the Foreign Affairs Select Committee between 2019-22. His other interests in parliament include fair work, human rights, combating disinformation and LGBTI equality.

  • Richard Foord MP

    Richard Foord is an Officer of the APPG on Modern Conflict. He was elected as the Liberal Democrat MP for the Tiverton and Honiton in June 2022 and currently serves as the Liberal Democrat’s Defence Spokesman in the Commons. Prior to his parliamentary career, Richard served in the Army for ten years, reaching the rank of Major and received three campaign medals for service in Iraq and the Balkans. He volunteers at two scout groups in the area and has raised thousands of pounds for charities, including running the London Marathon for the Royal British Legion.

  • Lord Hodgson of Astley Abbotts

    Lord Hodgson of Astley Abbotts CBE is an Officer of the APPG on Modern Conflict and a Conservative member of the House of Lords. Lord Hodgson served as Chairman of the National Union of Conservative Associations from 1996 until 1998, and as Chairman of the National Conservative Convention from 1998 until 2000 when he was appointed a life peer. He served as Shadow Minister for Home Affairs and Trade and Industry in the Lords until November 2006. His parliamentary interests include Defence Forces oversight, penal reform, and restorative justice.

  • Alex Sobel MP

    Alex Sobel is an Officer of the APPG on Modern Conflict and the Labour (Co-op) MP for Leeds North West. He has been an MP continuously since 8 June 2017. He previously served as the Shadow Minister (Environment, Food and Rural Affairs), and currently undertakes the role of Shadow Minister for Nature Recovery and the Domestic Environment. His parliamentary interests include climate and sustainability, trade, and security.

Baroness Stern CBE

Baroness Stern CBE is an Advisory Council Member of the APPG on Modern Conflict and a Crossbench member of the House of Lords. Baroness Stern was previously a visiting fellow of Nuffield College, Oxford, from 1984 to 1991, and was Secretary General of Penal Reform International from 1989 until 2006. SHe was appointed to the House of Lords in 1999. Her areas of interest are criminal justice, foreign affairs, human rights, international development, penal reform, and prisons - and she has authored several books on penal reform.

Advisory Council

Amy Callaghan MP

Amy Callaghan is an Advisory Council Member of the APPG on Modern Conflict and the Scottish National Party MP for East Dunbartonshire. Amy has been an MP continuously since 12 December 2019 and currently undertakes the role of Shadow SNP Spokesperson (Health and Social Care). After her own battle with cancer at 19, Amy has been involved with several organisations working with cancer, including Teenage Cancer Trust, Young Lives Vs Cancer and the James Lind Alliance. She was appointed SNP's spokesperson for pensions and intergenerational affairs in 2020 and has campaigned for Scottish independence.

Baroness Bennett of Manor Castle

Baroness Bennett of Manor Castle is an Advisory Council Member of the APPG on Modern Conflict and a Green Party member of the House of Lords. Originally from Australia, Baroness Bennett settled in the UK in 1999 and worked as a journalist for The Guardian, The Independent, and The Times. She joined the Green Party in 2006 and was elected party leader in 2012. She was appointed life peer in 2019. Her parliamentary interests include international affairs, women’s rights, and environmental issues.

Baroness Smith of Newnham

Baroness Smith of Newnham is an Advisory Council Member of the APPG on Modern Conflict and a Liberal Democrat member of the House of Lords. Baroness Smith was a lecturer if European politics at the University of Cambridge and served as head of the European Programme at Chatham House from 1999-2003. She was appointed as life peer in 2014, and currently holds the role of Liberal Democrat Lords Spokesperson (Defence).

Secretariat

  • Dr Kaleigh Heard

    Kaleigh is the Director of the APPG on Modern Conflict. In her role with the APPG, she leads the secretariat function, including undertaking research, policy development and parliamentary advocacy, and overseeing network collaboration with partners. Outside of her work with the APPG, Kaleigh is a Lecturer in the Department of Political Science and Deputy Director of the MA in Human Rights programme at University College London. Her work broadly concerns ethico-strategic dilemmas in conflict and crisis scenarios.

  • Kristin Thue

    Kristin Thue is the Policy and Advocacy Coordinator of the APPG on Modern Conflict. She is responsible for external communication and advocacy, including event management and stakeholder engagement. Kristin is also the Communications and Engagement Coordinator at the Employers’ Initiative on Domestic Abuse (EIDA). She has a background in security research and advocacy, and has participated in public debates on gender equality and terrorism.
